Cannot boot Turing Pi v2

for some weeks my turing pi arrived but it will not boot. As a PSU I use the beQuiet! Dark Power Pro 650W and as Node 1 a RPi 4. When is switch on the PSU then a green LED turns on near the ATX-Connector and a orange LED blinks at node 1. And that's it. When I press the power button of my case then nothing happens. I cannot find any help in the documentation.
Could anybody help me?
